Vietnam. Benefits of paying pensions and benefits without using cash

Thuan Duc Commune (Dong Hoi City, Quang Binh) became the first locality in Dong Hoi City to achieve 100% of pensioners and social insurance benefits receiving through bank accounts (ATM cards).

In the middle of December 2024 month, with the last cases receiving pensions and social insurance benefits in cash switching to receiving them via e-commerce, Thuan Duc commune officially closed the list of social security payments via ATM cards at a rate of 100%.

As one of the people on this list, Ms. Tran Thi Phuoc Nghiem (born in 1947, in Thuan Phong village) explained: “Before, I was worried about receiving my pension through my account because I was afraid I wouldn’t know how to withdraw the money.

Moreover, every time I go to receive my pension, I have the opportunity to meet and talk with people, so I still want to maintain the form of receiving it in cash.

After being explained by the commune officials and social insurance collectors about the benefits of receiving money through a bank account, I realized that this is a convenient form with many advantages, so I registered.

Like Ms. Nghiem, after being informed and explained about the practical benefits of receiving pension via ATM card, Ms. Le Thi Suu (born in 1960, in Thuan Vinh village) registered to do so.

Up to now, after 2 months of receiving salary through bank account, Ms. Suu concluded: “Switching from receiving pension in cash to ATM card was the right decision. Since having ATM card, at the beginning of every month I have seen message notifying that money has been transferred to my account.

At first, I was not yet proficient in the operations, so I asked my children to take me to the ATM and show me how to withdraw money. Now that I am proficient, I can withdraw money when needed, without having to wait long, and I can withdraw whenever I want, as long as I have money in my account.

Vice Chairman of Thuan Duc Commune People’s Committee Le Xuan Phong said: The whole commune currently has 6 villages, with 5.025 people, of which 643 people are receiving monthly pensions and social insurance benefits.

Identifying the implementation of the e-commerce payment method for pensioners, social insurance benefits, and unemployment benefits as one of the key tasks to promote digital transformation, a policy that brings many conveniences and safety, the Commune People’s Committee has coordinated with the Provincial Social Insurance to synchronously deploy many solutions.

First, the commune directed the villages to make a list of beneficiaries of pensions, social insurance benefits, and unemployment benefits, filtering out those who still receive cash to mobilize them to change the method of receiving money.

To improve implementation efficiency, the locality has promoted propaganda about the effectiveness and benefits of e-commerce through many forms, such as: Through conferences, through the commune’s radio system with a frequency of 4 times per week; if people do not fully understand the payment of e-commerce social security, the commune sends cadres, collection staff, digital technology team, digital transformation to each household to propagate and mobilize…

The commune also coordinates with credit institutions and banks in the area to deploy QR code coverage at business locations, markets, medical examination and treatment facilities… to facilitate people in converting to e-commerce.
